    I was glad to get your letter of the 28th and I appreciate your thought in filling me in on some details of the bill. I am happy to know that some steps can be taken, under the bill, to see that people are not deprived of the right to vote, and I will hope to see improvement.

    I agree with you that the matter of foreign aid has been handled badly by the Administration.
